This utility was made for List Socket Protocols (LSP) restore after removing the harmful programs that patch this list 
(for example, one of them is detected by Kaspersky Anti-Virus engine as not-a-virus:AdWare.NewDotNet)

After harmful program removing please execute the file KLLSPRST.EXE
Reboot your PC than the program will finish its work.
